This role sits within the Customer Delivery team within PAI, which is one of three capability areas along with Strategy and Design; and Optimisation. The Customer Delivery team is focussed on helping internal customers get the most value out of people insight by addressing the business problems which are most relevant to them (e.g., key workforce issues). The team deliver insightful products and services which ensure our customers take decisions which are underpinned by evidence. This Senior Officer role will lead the delivery of data science projects to provide high quality analytical insight, with the ambition of effecting real change within the Department, improving the working lives of our 65,000 employees.
Job descriptionKey Responsibilities
- Understand the need for sound people analytics and insight to enable HMRC to shape its future through evidence-based decision-making.
- Interpret stakeholder needs and identify appropriate research questions. Using all available information design analytical projects to best answer research questions, ensuring analytical outcomes are aligned to a strategy vision.
- Develop logical project delivery plans, making efficient use of resource and factoring in any related risks and dependencies.
- Collaborate and effectively communicate with senior stakeholders to ensure user needs are met and expectations are managed.
- Effectively set priorities, objectives and timescales for project work. Communicating these appropriately with key stakeholders.
- Lead a team of analysts to deliver impactful analysis, with a strong focus on attention to detail to ensure outputs meet quality standards. Foster an innovative environment to achieve shared goals.
- Effectively communicate data findings and insights to both technical and non-technical stakeholders, ensuring a clear understanding of the implications to the business.
- Support and mentor the team to deliver projects and develop their analytical skills.

Essential Criteria
- Knowledge of a range of data science techniques and ability to select the most appropriate technique for the research question. Experience of the following 3 areas:
- Manipulating large datasets (e.g. data flows, transformation, code efficiency)
- Basic statistics (e.g. hypothesis testing, correlation)
- A complex statistical method (e.g. regression modelling, forecasting, natural language analysis, cluster analysis, simulation).
- Demonstrated track record delivering analysis using statistical software packages such as R studio / SAS.
- Experience of scoping, planning and delivering impactful analytical projects (delivering to stakeholder needs, timescales and quality standards).
- Ability to bring together information from multiple sources and build up a collective picture to answer a research question.
- Knowledge and experience of using data storytelling principles to develop a coherent and engaging narrative that helps to influence the audience, enabling them to make evidence-based decisions.
- Applicants must hold an undergraduate degree (minimum of 2:2) with coverage of analytical and data science techniques OR have at least 3 years experience of working in an analytical/data science field.
Desirable Criteria
- Experience of line management experience or supporting/coaching less experienced analysts to develop their skills.
- Strong collaboration and communication skills to ensure customer/senior stakeholder requirements are met and expectations are managed.
- Experience using BI platforms such as PowerBI or Tableau.
