About the Team
As a QA and Contracts Senior Officer, you will be reporting to the Strategic Commissioner of the Commissioning and Programmes team, within Children’s Services. This is a new team within the directorate, and it has been established to ensure that our commissioning and programme activity encompasses:
Strategic thinking: The service values those who are able to think strategically and provide management with innovative ideas and input for the ongoing improvement of the service.
Collaborative working: The service operates with a “One Children’s Commissioning” approach, working together with external partners to achieve our objectives.
Performance management: We place a strong emphasis on performance management, ensuring the delivery of high-quality commissioned contracts and services that are evidence-based and offer best value.

About You
The ideal candidate will have:
Understanding of quality and performance in the context of public sector commissioning, particularly in Children services.
Knowledge and understanding of quality improvement frameworks and current developments with external regulators and organisations i.e. Ofsted.
Knowledge and understanding of Children’s Safeguarding procedures and the Council’s responsibilities.
Strong analytical abilities.
The ability to persuade, negotiate, and settle issues as well as the capacity to build networks, develop alliances, and lead a variety of different groups.
Excellent communication and interpersonal skills.
Strong interpersonal and communication abilities.
About the Role
The successful candidate will lead a team of Quality Assurance and Contracts Officers, ensuring continuous improvement in the quality of commissioned services for children and young people by developing and implementing robust, child-centred quality assurance processes aligned with the Council’s Corporate Plan. This role involves managing team performance, coordinating workloads, and overseeing visits to provider settings, while ensuring timely reporting and data sharing across teams. The candidate will address quality concerns, hold providers accountable, and collaborate with data teams to refine QA processes, maintaining compliance with legislation. Through effective stakeholder collaboration and innovative problem-solving, they will champion best practices and drive continuous service improvement
