JOB SUMMARY: The surveyor’s role is to progress repairs on disrepair claims through to completion in properties across the borough. To review expert reports and disrepair letters of claim, carry out pre work surveys and use SOR codes to create job specifications for the works to be carried out by the Councils contractors and sub-contractors.
ROLE REQUIREMENTS: To ensure an effective surveying service is provided for Housing Assets in several key areas in accordance with specifications, procedures and legislation, which include but is not exclusive to the following:
You will be providing expert specialist Disrepair Surveyor leadership, management, support and advice across the department, ensuring that reported issues in properties are inspected, managed and maintained in accordance with Housing Health and Safety Rating System (England) Regulations 2005 and any other appropriate Health and Safety legislation.
- Provision of surveying services including the delivery of works and services programmes and projects to time, cost and quality.
- Undertake physical pre-inspections of council stock in tenanted and communal locations.
- Identification and accurate diagnosis of complex repairs for occupied and from time to time void properties, ensuring all works are completed in a timely and effective manner to prevent unnecessary financial loss to the council in disrepair claims.
- Work closely with Disrepair Case Officers and undertake inspections and write specifications relating to new disrepair claims under Section 11 and Environmental Protection Act claims (EPAs).
- Raise orders, liaise with contractors, and carry out pre/post work inspections to ensure a high standard of works. Provide support and monitor contractor’s delivery of specified solutions.
- Identify any structural issues. Providing reports to the Asset Team highlighting defects of a particular archetype.
- Provision of precise specification of repairs of a complex and technical nature to a professional standard for repairs relating to structural defects.
- Carry out Responsive Repair Inspections when required
- Provide technical support to the Repairs Assistants, Scheduling team, Compliance Team and Planned Maintenance Team where necessary.
- Provide technical support onsite to the Repairs and Voids Operatives where necessary.
- Monitor and issue variations ensuring completion to approved timescales within budget and ensure value for money.
- On occasion support the Voids Supervisor inspecting CDM to ensure warm and safe properties are let in accordance with the decent home standard.
- Devising and recommending cost effective solutions to repair problems.
- Liaise with housing team to request decants/management moves where need identified.
- Provide excellent customer service, deal with queries from residents, leaseholders, Councillors and internal departments in a timely manner.
- Develop and maintain good working relationships with colleagues. Collaboration is encouraged through use of cross team and department meetings contributing to the council’s objectives.
- Be the expert witness in for the council in any legal cases
- Keep clear, accurate and up to date records on the council data base.
- Assist in identifying and recording locations of any potential asbestos containing materials in void or occupied properties, including all common areas and with the assistance of the Asbestos compliance manager arrange for samples to taken.
