Job Purpose
As a Sub Agent, you will be responsible for overseeing and managing sections of a major civil engineering project. You will ensure that all engineering tasks are executed with precision, while maintaining a strong focus on quality, health, safety, environmental compliance, productivity, and commercial performance. Your leadership will be essential in guiding the engineering team and coordinating activities to achieve project goals within defined timelines and budgets.
Key Accountabilities
Engineering Control
Project Supervision: Oversee the execution of complex setting out tasks, ensuring all works are carried out with accuracy and in line with project specifications.
Setting Out Control: Provide 'primary' setting out control, identifying optimal locations for installations and ensuring alignment with project plans.
Team Leadership: Lead and mentor engineering staff, ensuring best practices in setting out techniques and project execution.
Quality
Quality Assurance: Develop and implement Activity Control Plans (ACP) to uphold project quality standards.
Specification Compliance: Ensure strict adherence to project specifications, using them as a reference to guide all quality-related activities.
Record Keeping: Maintain an organized and comprehensive filing system for all quality records, ensuring easy access and traceability.
Non-Conformance Resolution: Identify, document, and manage Non-Conformance Reports (NCRs), ensuring timely resolution.
Technical Query Management: Raise and address Technical Queries (TQs), providing viable solutions to avoid project delays.
Health, Safety & Environmental
Risk Management: Develop Method Statements and Risk Assessments to proactively manage project risks.
Temporary Works Oversight: Prepare and issue Temporary Works Briefs as needed, ensuring safety and compliance.
Induction & Safety Training: Conduct 'short-term' visitor inductions and enforce site safety protocols.
Incident Reporting: Manage the Accident Book and ensure accurate reporting and documentation of any incidents or near-misses.
Productivity
Programme Management: Oversee the development and monitoring of weekly project programmes, tracking progress against Key Performance Indicators (KPIs).
Workforce Coordination: Communicate weekly project targets and expectations to the engineering team and workforce, ensuring alignment and productivity.
Commercial
Budget & Resource Management: Collate weekly measurement data, monitor resource usage, and compare against budget allowances and KPIs to optimize efficiency.
Labour & Plant Reconciliation: Manage the reconciliation of labour and plant usage, ensuring resource optimization and cost control.
Contract Management: Identify additional work requirements and raise necessary notifications, ensuring all work is in line with subcontractor and supplier terms and conditions.
Subcontractor Coordination: Ensure that all subcontracted work aligns with the specific terms, conditions, and outputs outlined in the contracts.
Personal Qualities and Experience
Essential Qualifications & Experience
Reinforced Concrete (RC) Experience: Must have proven experience working with reinforced concrete structures.
Major Civils Experience: Demonstrated experience in managing major civil engineering projects.
Engineering Control: Proven ability to supervise and manage complex setting out tasks with precision.
Quality Assurance: Strong background in producing and managing Activity Control Plans, with a deep understanding of construction tolerances.
Health, Safety & Environmental: Extensive knowledge of the Permit to Work system and a proactive approach to identifying and mitigating hazards.
Programme Management: Competence in developing and managing project programmes, with the ability to optimize resources and meet project milestones.
Commercial Acumen: Strong understanding of contract documentation and experience in managing subcontractor and supplier outputs within specific terms and conditions.
Additional Requirements
Safety Critical Medical: Must have a current Safety Critical Medical.
CSCS Card: Must possess a valid CSCS card.
Highways Passport: A Highways Passport would be a bonus
