HC-One, the UK’s largest care home operator, is seeking a dedicated Public Sector Income Officer to join our dynamic team.
As the Public Sector Income Officer, you will play a pivotal role in coordinating and supporting the business delivery of needs-based pricing for our residents. You will be responsible for ensuring effective follow-up on recoveries and late payments, leading on resident-level fee queries, managing individual funding applications, and ensuring that room-level top-ups are accurately applied and charged. Your key duties will include:
Public Fees Management: Take primary responsibility for fee or billing queries from homes, operational colleagues, and external stakeholders. You will work closely with internal and external partners to resolve issues and maintain up-to-date fee levels across commissioning areas.
Contract and Residency Agreement Support: Provide advice and support on Residency Agreement queries and assist in monitoring the contract database, ensuring all contracts are signed, up-to-date, and aligned with relevant policies.
Tenders and Procurement: Collaborate with the Contracts Manager to monitor tender opportunities and co-ordinate professional submissions for procurement opportunities, working with various teams within the organisation.
Private Fees: Support the Contracts & Commercial Manager in overseeing the annual uplift process, ensuring smooth communication and accurate billing.
This role is based in Darlington, with some home working opportunities and travel.

You have a thorough understanding of contracting within the Adult Social Care System, ideally hold Contract Management and Project Management qualifications, and ideally have experience of working in the Care industry in a contracts or finance environment.
With excellent communication skills you have the ability to build and maintain strong relationships, have strong literacy and numeracy skills, along with excellent problem-solving abilities and a high level of attention to detail.
You are confident in working independently and on your own initiative, and have a collaborative approach, working effectively as part of a multi-functional team and with external stakeholders.
Safeguarding is everyone’s responsibility and therefore it is important that you are able to recognise the signs which may indicate possible abuse, harm or neglect in its different forms and know what to do if there are any concerns. All colleagues are required to attend safeguarding training appropriate to their role and to undertake additional training in associated areas. You also have the ability to seek appropriate advice and report concerns, including escalation if action is not taken.
