Are you an experienced leader with a strong background in managing large, complex programmes?
South Holland District Council are looking for a new highly skilled Neighbourhoods Programme Manager to oversee and drive the delivery of a significant programme of works within our Neighbourhoods Directorate across the South and East Lincolnshire Councils Partnership.
This role is crucial in shaping and delivering services such as refuse and recycling collections, fleet maintenance, cleansing, and grounds maintenance across three councils.
Key Responsibilities:

Strategic Oversight: Lead the Neighbourhoods services programme, ensuring alignment with community needs, service priorities, and the requirements of the Environment Act 2021.

Programme Management: Oversee the successful delivery of a large portfolio of projects, with a particular focus on waste management services. Ensure projects are completed on time, within budget, and to the satisfaction of all stakeholders.

Leadership: Manage and mentor a team, including a Project Officer, to administer and execute the programme of works, ensuring adherence to the South & East Lincolnshire Council Partnership's project management framework.

Stakeholder Engagement: Act as the key contact for neighbourhood services projects, maintaining strong relationships with internal teams, external partners, and central government bodies.

Communication: Ensure transparent and effective communication with advisory groups, decision-makers, and external stakeholders, providing regular updates and detailed reports on project progress and outcomes.
What We’re Looking For:

Experience: Extensive experience in managing large, complex programmes, ideally within local government or a similar environment. Strong background in financial management, contract management, procurement, and partnership development.

Qualifications: A relevant degree or professional qualification in programme/project management (such as AGILE or Prince2) is desirable. Significant demonstrable experience in a similar role will also be considered.

Skills: Exceptional leadership, communication, and negotiation skills. Strong commercial awareness and the ability to manage multiple tasks with high attention to detail. Excellent IT skills, including proficiency in PowerPoint and Excel.
