Responsible for:
Overall day to day responsibility for managing up to 6 FTE.
Providing financial management advice to service managers with budget responsibility of up to £200m.
Functional links with:
Deputy Director of Finance and Property, Financial and Technical Accountancy Team, Strategy, Treasury and Pensions Team, Internal audit, External Audit, Service Department Directors, Deputy Directors and Heads, Relevant Partner organisations
Main purpose of the job:
Implement the business partnering function for a specified service area.
Provide strategic financial support across the Council.
Partner with service leadership teams for service plans and project delivery.
Manage and report on operational performance for the business partnering team.
Offer financial advice to support complex business decisions.
Collaborate with stakeholders to optimise financial resources.
Respond to government and professional consultations, and implement best practices.
Contribute to the development of policies, activities, and service improvements.
Ensure efficient delivery of finance services within a professional business framework.
Provide comprehensive financial advice and support.
Support the Council’s leadership in addressing financial challenges.
Major Duties and Responsibilities:
- Lead financial advice and support for revenue and capital monitoring, budget setting, and closure of accounts.
- Ensure financial information is relevant, balanced, and timely for decision-makers.
- Utilise financial data analytics for budget monitoring and long-term planning.
- Ensure accuracy in information systems and proper response to outputs.
- Integrate with the management team of the designated service area.
- Provide financial management training and ensure awareness of Financial Regulations.
- Review, update, and report on financial risks and opportunities.
- Advise the Strategic Business Partners on matters for the Chief Financial Officer.
- Contribute to the development of the Integra Financial Management System.
- Lead, manage, and motivate staff with excellent communication and professional support.
- Develop self-service finance support and reduce direct finance support.
- Provide advice and support to Members, management board, directors, and deputy directors.
- Ensure effective financial support for programmes and projects.
- Undertake additional tasks, duties, and responsibilities as needed.
