Major Recruitment are looking for an experienced Highway Asset Maintenance and Street works Inspector to join our client on the local council contract. Previous Experience essential, all criteria must be met below to be successful in gainaing an initial interview.
Job Title - Highway Asset Maintenance & Street Works Inspector
Location - Highways Depot Wooslston, Warrington. (Alternative council offices if needed)
Hours - 37 hours plus out of hours as agreed/required.
Primary Purpose and Scope of the Job:
To undertake on site inspections and activities associated with the maintenance and management of highway assets including but not exclusively roads, footways, drainage in accordance with the statutory requirements of the Highways Act and Traffic Management Act. The role is to ensure the highway assets are maintained fit for purpose within resources allocated. The role also includes inspecting and supervising any activities proposed on the highway to ensure the assets are protected including enforcement of activities under appropriate legislation and including issuing of permits for activities, events and road works.
KEY TASKS AND ACCOUNTABILITIES
The post holder must carry out the duties with full regard to the Council's Corporate Plan, the Corporate Equality and Diversity Policy and Health and Safety Policy.
Undertake safety and serviceability inspections of assets and raise repairs as required to ensure highway related assets are maintained and inspected to appropriate standards in accordance with best practice and current legislation.
Undertake appropriate statutory street works/Permit inspections within timescale as required in accordance with up to date legislation and best practice and as directed by the Asset Maintenance and Street works Team Leader
Assist in the liaison with the Asset Maintenance and Street works Manager and Asset Improvement and Adoptions Manager and other teams as required to ensure assets are being inspected and maintained in the best interest of the public, organisation, division and the service.
To provide advice and guidance to the public, councillors, contractors, utility companies and other customers as necessary on behalf of the service.
Assist in ensuring that delivery and co-ordination of maintenance and street works/permitting activities are undertaken effectively and safely in accordance with the appropriate up to date legislation.
Undertake enforcement of illegal activities in accordance with the Highways Act, New Roads and Street works Act (TMA), Permitting and other appropriate up to date legislation as required.
Attend court and support the legal process as required in the defence of claims made against the Council
Support the Highway Asset Maintenance & Street Works Manager in responding to emergency and out of hour's situations as required and in accordance with pre-agreed rotas.
Assist in the overseeing and supervision of the contractors / operational teams involved with gully cleansing and drainage, street and road works activities and routine maintenance of the highway. Including ensuring that appropriate repairs, defects, permits, enforcement notices and works orders are raised using the appropriate systems and monitored in accordance with up to date legislation.
To undertake the on site operational requirements and enforce as necessary to ensure the duties associated with the Highways Act and Traffic Management Act relative to asset maintenance and street works and road works activities are delivered.
Assist in providing information as required to support service delivery
Ensure complaints and requests for service are dealt with from the general public, Councillors and all customers as required within timescales and raise works orders as appropriate.
To ensure all works carried out on the highway are to the required specification and are in compliance with all relevant legislation to safeguard users of the highway network.
Support corporate and organisational reporting responsibilities as necessary
To carry out all duties with due regard to confidentiality and data protection regulations.
To undertake such additional duties as are reasonably commensurate with the level of this post.
Experience -

Experience of corresponding with members of the public, Council Members, MP's and other stakeholders (E)
Experience of inspecting the highway and associated assets to appropriate standards and legislation (E)
Experience of serving enforcement notices in accordance with the Highways Act. (E)
Experience of inspecting and supervising statutory undertakers work on the highway. (E)
Experience of inspecting the highway in accordance with the New Roads and Street works Act (TMA) and serving appropriate notices and challenges as required (E)
Experience of applying the standard method of measurement and specification for highway works related to repairs to the highway
Experience of inspecting and recording technical data for highway asset.

Education/Qualifications/Knowledge -
HNC Civil Engineering or equivalent technical discipline (E)
Knowledge and application of legislation and procedures / guidance relevant to street works activities. (E)
Knowledge and application of legislation and procedures / guidance relevant to maintenance and enforcement of highway assets. (E)
Highway Inspector Training City & Guilds Units 301 and 311
Highways Inspector Registration with the IHE
SCS construction training certificate
Street works supervisor accreditation certificate
Have basic knowledge of contract procedures and conditions relevant to the construction industry.
Other Requirements -
Full UK driving licence is required (E)
Attendance outside normal working hours to attend meetings, meet the public or assess a situation or assist in an emergency situation may be required.
Working Knowledge and experience of CDM regulations and roles and Health and Safety legislation relevant to the Highway (E)
Emergency out of hours duty on a rota basis (E)
