TristoneNash are supporting a client in their search for a surveyor to work in their Disposals Programme that has some specialist HRA expertise. This role sits inside IR35.
Job role:
Overarching Objective - Identify all surplus assets currently held in the HRA and provide sufficient evidence to demonstrate their surplus status, so that approvals can be secured to launch them to the market for sale. As part of this, need to collate the information needed to be able to launch to the market (once approval is secured) – e.g. the sort of due diligence information that is likely to reassure potential purchasers and generate the highest possible bids.
Key Elements - There are two key elements to this:

Identifying additional surplus assets and providing the necessary information and evidence for these, so that they can be marketed for sale. These are all likely to be non-residential assets – e.g. vacant development sites, commercial units (e.g. estate shops)

Provide due diligence packs for the assets that get identified and approved for disposal.
Tasks:

Collate due diligence information for the HRA assets approved as ‘surplus’ at July 2024 Cabinet.

Clarify the need for any consultation (e.g. with residents) for the assets approved as ‘surplus’ at July 2024 Cabinet.

Identifying surplus assets that haven’t yet been identified as such, is likely to involve:

Scrutinising data sets held by Housing, Property and Finance. Also, potentially, Land Registry, if we believe that we don’t have a complete and reliable list of HRA assets.

Engaging with key individuals within Housing who have knowledge of the HRA portfolio

Carryout site inspections

For all assets that are proposed to be declared surplus; gather all of the due diligence information that will be required for them to be launched to the market for sale.
Expertise – need a person that has the following:

RICS – GP Surveyor
-
Housing specialist – understands that legislation for HRAs

Data Literate – able to make sense of large quantities of data. Good Excel skills.

Project Management – good project management skills – both hard and soft – able to develop good relationships with key individuals in Housing
