This role is a commercial leadership role, in which you will be expected to lead on, have oversight for and undertake Contract Management activity for a number of key contracts within Lincolnshire County Council (LCC) as well as provide commercial advice and support on a range of other commercial projects. You will work closely with a range of stakeholders to become a commercial advisor of choice building up strong and effective working relationships. You will lead on the commercial contract management, ensuring the best outcomes are achieved for the Council including the delivery of value of money and this will require the use of a range of commercial skills.
MAIN DUTIES:
- To take lead responsibility for managing a large portfolio of high-risk contracts across a range of services covering budgets significant value and proactively holding all suppliers to account for efficient and effective value for money service delivery.
- Responsible for a robust contract management strategy and plan that ensures that contracts are delivered in accordance with their contract terms and deliver quality services and achieve outcomes. This includes the creation and maintenance of performance indicators and reporting to demonstrate optimum levels of service being received/outcomes met.
- To be responsible for ensuring supply chains are understood and managed as well as highlighting any supply chain issues. To monitor the health and status of suppliers and identify and report any circumstance that may impact on underpinning the contract.
- To review the quality, relevance, performance and effectiveness of contracted arrangements with Suppliers and oversee and lead on modifications, negotiations and non-compliances to improve service delivery and value for money.
- Responsible for collating, and analysing Contract monitoring activity, benchmarking costs, service improvements, efficiency gains and reporting and feed into future strategies and producing performance packs and data for Senior Officers and appropriate performance boards.
- To ensure all contract documentation is maintained, updated and recorded in line with best practice and any appropriate technology or systems are used.
- Working with colleagues on stimulating markets and using information from suppliers, to ensure that there is an effective and diverse range of Suppliers wishing and available to work with the Council.
- To be the Council's expert on the contracts within the post holder's responsibility in compliance with appropriate legislation, budgets and professional standards but to be also provide guidance and support on other contract as and when required.
- To represent the Council at a senior level and enter into a range of high-level negotiations including pricing, referral and allocation agreements between Suppliers as necessary. Identify and utilise commercial levers when negotiating deals
- Challenge the way services are delivered presenting creative alternatives options with the commercial elements of the contract to continually improve the quality of services, value for money and to deliver savings.
- To develop within the contract portfolio Supplier Relationship management approach and best practice
- To ensure effective liaison with key stakeholders in order to ensure that all relevant issues are identified and provided for.
- Ensure that work undertaken throughout contract is in line with the requirements of the Corporate Risk Strategy, ensuring throughout each stage of the process that potential risks are identified, managed and minimised and escalated as appropriate
