Job Purpose:
The Human Resources Manager will be responsible to the Senior HR Manager, Human Resources for the development and delivery of a programme of action to address attendance management and improving employees Health and Wellbeing consistent with the functions of the Business Services Organisation (BSO) and its client organisations, the Human Resources Strategy and the Health and Wellbeing Strategy. The post-holder will manage the Attendance Management and Health & Wellbeing function and will lead it in implementing a range of initiatives to promote health and wellbeing, improving working lives and support managers in the effective management of attendance. The post holder will contribute to the ongoing development and implementation of the BSO Health & Wellbeing Strategy and also, the reduction of sickness absence levels to meet Department of Health and BSO and client organisations targets for attendance. The post holder will be required to support the Senior HR Manager in undertaking complex Employee Relations investigations e.g. Disciplinary, Bullying and Harassment to ensure the delivery of an effective high quality Employee Relations Service for the BSO and its customers.
Job Description:
• To assist the Senior Human Resources Manager in the development and implementation of a range of strategies and plans to improve attendance across the BSO and client organisations and to meet DoH absence targets.
• To assist the Senior Human Resources Manager, as part of the BSO and client organisations respective Health and Wellbeing Groups, in developing and implementing the Health and Well Being Action Plan in partnership with key stakeholders in line with the Department of Health’s Health and Social Care Workforce Strategy 2026 and the Healthier Workplaces Strategy.
• To promote a holistic approach to absence management, initiating a range of preventative strategies to target areas of high absence and reasons for high absence, in particular mental ill health and musculoskeletal conditions.
• To manage effectively the Attendance Management function to ensure the delivery of a quality service, meeting the priorities, deadlines and standards associated with their work
• To develop with managers, absence targets for their service areas and ensure continued proactive interventions in absence management including identification of emerging patterns and associated remedial actions.
• To provide professional advice and support to managers on absence issues in line with BSO’s Attendance Management Policy on the Employment of Staff with Disabilities, legislative requirements and Human Resources best practice.
• To develop and deliver a comprehensive programme of absence training for staff and managers and to develop tailored training solutions and e-learning.
• To continue to develop and review the BSO’s Health and Well-being Strategy, flexible working policies and practices and ensure they meet legislation, best practice and enable staff to manage a healthy work life balance.
• To participate in the review, development and implementation of current health and wellbeing initiatives and staff benefit schemes working within the allocated Health and Wellbeing budget.
• To evaluate and report on the success of health and wellbeing programmes and assess any positive impact on absence figures.
• To research and pro-actively source options for new health and wellbeing initiatives/systems that may have a positive impact on the health and wellbeing of BSO staff.
• To develop and participate in a range of regional HSC networks and also with external organisations to continue to develop health and wellbeing initiatives, ensuring that BSO and its client organisations become an employer of choice.
• To ensure the provision of high quality absence information to support strategic organisational decision making and performance management across the BSO and client organisations and to meet the information requirements of the BSO, client organisations and DoH.
• To provide high quality and accurate data for the BSO and client organisations board reports.
• To respond to Freedom of Information and Assembly questions as and when required ensuring the accuracy of the information and meeting the timescales set.

Applicants must, by the closing date for applications, have:

Employee of BSO or BSO Agency Worker at time of Closing

a) University degree or relevant professional qualification at graduate level e.g. CIPD and have worked for at least 2 years HR experience working in a major complex organisation* which clearly demonstrates:
-
experience in instigating the analysis of various information sources and problem solving to provide advice and guidance on difficult HR issues to stakeholders and
-
having a lead role in the development of HR policies and protocols.
Or
2b) At least 5 years’ experience in HR working in a role major complex organisation* which clearly demonstrates

experience in instigating the analysis of various information sources and problem solving to provide advice and guidance on difficult HR issues to stakeholders and
-
having a lead role in the development of HR policies and protocols.
*Major complex organisation is defined as one with at least 200 staff or an annual budget of at least £50million and involving having to meet with a wide range of objectives requiring a high degree of co-ordination with a range of stakeholders.

Have at least 2 years’ experience taking a lead HR role in managing organisation change and/or improvement projects.
-
Experience in working with a diverse range of internal and external stakeholders delivering objectives which have led to a significant improvement in service.

Experience of writing and presenting reports.

Demonstrate evidence of developing and delivering training programmes with a wide variety of key stakeholders.

Excellent experience in the use of Microsoft Office software, including Word, Excel, Powerpoint and Outlook
