About the Role
Historically, local authorities have tended to sell surplus land at the best price reasonably obtainable. With decreases in public funding alongside fiscal devolution, LBB is seeking a more commercially minded strategy than conventional disposals to steer long-term development, increase potential receipts, and generate longer-term revenue.
The Council is looking for a high-calibre project and programme portfolio manager to help shape and deliver mixed tenure housing developments supporting significant growth across the borough (c.£2b in total).
This exciting and varied role puts the individual in charge of managing some of the Council's key mixed tenure housing schemes, aiming for excellence on a personal level across multiple portfolios interfacing with internal departments (Education, Greenspaces, Town Centres, and operational estate departments) and external consultant teams and development partners.
The post holder will report to the Assistant Director of Development Partnerships & Regeneration. The role involves working with Strategic Directors, Directors, Assistant Directors, other service leads, Housing, Economy and Placemaking to ensure consistent strategic alignment, and reporting directly to relevant Boards and senior Council groups on several strategic portfolios.

About You
Drive projects from a management perspective, prioritising and delivering against objectives.
Exhibit a driven ambition to complete projects to an excellent standard.
Have experience working at a senior management level in the delivery of projects/programmes within a Local Government environment.
Possess experience in housing and non-housing led regeneration, compulsory purchase orders, land assembly, and joint venture partnerships to facilitate developments in key borough areas.
Have knowledge and practical delivery of schemes from inception to occupation and project closure (post defects resolution period), i.e., RIBA stages 0-7.
Have experience developing a strong network of contacts within the public and private sectors.
