POSITION: Assistant Head of Projects Procurement
LOCATION: Altnagelvin, Co. Londonderry
HOURLY RATE: £26.06
HOURS: Mon – Thurs 9.00am – 5.00pm and Fri – 9.00am -4.30pm
On behalf of our client, we are seeking an Assistant Head of Projects Procurement. The post holder will be technically and professionally responsible to the Head of Project Procurement for the effective and efficient management of assigned Minor Capital Works Projects and the procurement and management of service and maintenance contracts and associated services to the Trust. As a member of the Estates Management Team, the post holder will provide strong professional leadership to their department, will contribute to overall policy development and will play a full role in the management and development of an effective and efficient Estates Management service in support of Healthcare delivery to the population served by the Western Health and Social Care Trust.
Main Responsibilities/Duties:

Lead on designated projects on behalf of the Head of Project Procurement across the Western Health and Social Care Trust.

As a member of the Estates Management Team assist in determining service needs, maintain staffing levels and managing them accordingly.

Ensure the Estates Project Procurement service supports the delivery of the Trust’s corporate objectives and achievement of its strategic goals. With particular reference to the quality of the client environment, best value and sustainability.

To deliver against of a set of key objectives and targets for the Estates Project Procurement Department.

To manage the delegated Estates Minor Capital Works service within the Trust.

To manage the procurement, delivery and management of Service and Maintenance Contracts.

Applicants must, by the closing date for applications, have:
Experience/Qualifications
1a.) Degree or equivalent in either:
AND
1b.) 4 years post qualification experience at senior level*, which includes Project Management and/or Management of Operations and Maintenance of Building Services, Equipment and management of staff.
OR
2a.) HNC/HND or equivalent in either:
1, 2, 3, 4, 5, 6 above or equivalent
AND
2b.) 5 years post qualification experience at a senior level, which includes Project Management and/or Management of Operations and Maintenance of Building Services, Equipment and management of staff. [Senior Level is defined as a position with responsibility and autonomy for one or more of the following; delegated budgets, management/direction of human resources, specifications, project planning, business planning].
3.) Hold a current full driving licence which is valid for use in the UK and have access to a car on appointment. This criteria will be waived in the case of applicants whose disability prohibits driving but who have access to a form of transport approved by the Trust which will permit them to carry out the duties of the post.
Skills/Knowledge/Abilities

Competent in the use of CAD (e.g. AutoCAD). I.e. the ability to produce complex, fully specified working drawings.

Knowledge of Capital Investment / Business Case Processes.
-
Knowledge of Specification and procurement of Minor Capital Works Projects and Service and Maintenance Contracts.
-
Knowledge of Legislative Standards and Regulations relating to design and procurement of Capital Works Projects and to the Service and Maintenance of Equipment.

Knowledge of Conditions of Contract relating to the procurement of Minor Capital Works Projects and Service and Maintenance Contracts.
-
Knowledge of Conditions of Appointment of Architects, Engineers and Surveyors for design and procurement of Minor Capital Works Projects.
-
Knowledge of Management Principles for organisation and control of staff.

Knowledge of Budgetary control, analysis and reporting.

Ability to lead with Care.

Ability to Hold to Account.

Ability to Influence for Results.
Desirable Criteria:
1a.) A Registered Architect
OR
1b.) A Corporate Member of the Royal Institution of Chartered Surveyors (Chartered Building or Quantity Surveyor Division)
OR
1c.) A Corporate Member of the Chartered Institute of Building
OR
1d.) A Corporate Member of an Engineering Institution relevant to engineering services in building together with registration as a Chartered Engineer with the Engineering Council or equivalent.
