Purpose of Role:
This is an executive leadership role, with management accountability for the day to day operation of a large proportion of the businesses Corporate Functions that facilitate the effective running of the operational business. With a primary focus on keeping the business safe and controlled. There is a high level of responsibility and accountability to deliver services in line with legal requirements upholding an ethos of integrity, objectivity and honesty. Reporting to the Chief Executive Officer, the role of Finance Director will work as part of the main Board and lead a Finance & Commercial Team. covering 3 distinct areas of the business - Finance, Commercial and Supply Chain. This will involve accountability for the entire breadth of the aforementioned teams activity and outputs ensuring that an efficient and effective service is delivered to our client(s). Key to delivering the demanding portfolio is the ability to influence and communicate with a range of key stakeholders, adapting the messaging to meet their exacting requirements.

The overall financial performance of the company and its ability to demonstrate value for money for the taxpayer, this includes all aspects of financial management, compliance to Companies Act and Public Sector regulations.
The full procure to pay process to support the operational arm of the business to have goods and services they need, when they need them, with the right quality at competitive prices
The management of the Commercial Agreement with clients through the use of robust commercial contract management
Company secretarial services for the business including leading on Risk Management and Corporate Governance across the company.
Alongside the functional duties of this role, the role holder will also support the development of the business. The role holder will be expected to play a key role in driving value in the current business and preparing the business for future expansion Principal Accountabilities:
Interpret complex financial data and deliver financial management of the company including accurate, reliable and timely monthly management accounts for the business that include financial forecasting and variance analysis to support business improvement. Provide Finance Business Partnering to support the business in understanding the financial performance, building a company that has good working financial knowledge
Responsibility for ensuring that the business remains solvent through the effective management of the business revenue and costs
Lead on the production of a set of Annual Report & Accounts that is non qualified that complies with the Companies Act and the FReM
To assess the financial performance of the business and to manage extensive financial forecasting and financial planning to provide the business with data to support
enhanced decision making
Responsibility for delivering a robust fit for purpose supply chain that supports the business needs and operates well in terms of quality and service with a resilient supplier base that has agreed VFM prices, specifications and whereby suppliers are tightly managed on their performance
Maintain a robust process for procuring new goods & services, that includes meeting the OJEU requirements across the public sector is in place
Oversee the commercial function to ensure that we manage the Service
Specification in line with commercial contract management, giving assurance that we manage our spend in line with our budget expectations, and where not we have the right mechanisms in place to recoup the monies
Manage the Company Secretarial function that provides Board assurance that we meet all the governance and administration aspects of the Companies Act and that our records are in good order
Ensure Risk Management within the business is applied consistently and that the framework in place provides the the businesses Board with information of the risk level the business is operating at and what risks we are carrying at all times
Maintain Corporate Governance activities in place across the organisation to ensure that we are operating in line with the business policies, procedures and rules, and that we monitoring our performance in this respect to provide assurance that this remains at an acceptable level
Implement a control environment within the business that ensures that our people are compliant with processes and procedures including financial approvals and that action is taken where this is not the case
Manage the annual NAO audit and GIAA audits, providing challenge to ensure that any audit outcomes are representative of the business
Oversee a Business Support Centre for Procure to Pay, ensuring we pay our suppliers timely for goods and services we have received. That we charge effectively to the client for additional goods and services we provide and that those monies are billed and received promptly.
Build extensive working relationships with the Business Sponsors ensuring that the business receive a budget on an annual basis that is conducive to the effective running of the business
Embed a culture of continuous improvement in the team to ensure that areas of management responsibility are improving. Drive a high level of people engagement within the team.
