To provide expertise and a high-quality charging, collection, advice and payments for residential and non-residential services to the department’s service users. This job has particular emphasis on reviewing assessed contributions paid by our service users for services provided by the Council. The role requires excellent interpersonal skills as you will be dealing directly with service users and/or their agents.
Key job outcomes/accountabilities
Working with colleagues to ensure a financial service in accordance with the Care Act, 2014 and Our Clients financial regulations. Primary accountabilities: -
- To work with service users and/or their agents to resolve issues related to their assessed contributions
- Benefit claims, assistance with claim completion and provision of benefits advice.
- Provision of expertise, information, advice and guidance to Carers, Clients and members of the general public on these specialist area of activity
Requirement - ESSENTIAL
- Experience in finance particularly supporting service users to complete financial assessment forms and benefit claims.
- BTEC in Business and Finance or Competency equivalent to level 3 NVQ in Business and Finance or experience that demonstrates an equivalent acquisition of knowledge or an equivalent qualification.
- An awareness of legislation relating to charging for social care services, safeguarding the affairs of vulnerable adults and recovery of social care debts or equivalent experience / knowledge.
- Ability to cope with the duties and responsibilities of the post and associated working environment and the ability to work as a member of a team.
- Innovative style in analysing and resolving problems and in the application of judgement.
- Ability to use initiative where necessary and to prioritise workloads.
- Ability to deal sensitively, diplomatically and professionally with vulnerable, mentally incapacitated and distressed service users and agents and bereaved relatives.
- Able to demonstrate knowledge and/or experience of equalities and diversity issues.
- Have a working knowledge of Microsoft Office applications or equivalent including the following: Outlook, Word, Excel, Internet Explorer, and have a willingness to learn new applications and technology as appropriate.
- Requires the ability to converse with citizens and provide complex information in accurate spoken English, or through a BSL interpreter.
Requirement - DESIRABLE
- Knowledge of the principles for supporting people, who lack capacity, with the management of their finances.
- Knowledge of the purpose and work of Adult Community Care and related organisations and an understanding of the provision of operational services in the community as well as the interfaces with the Corporate Centre, outside bodies, agencies and members of the general public & experience of working with Partner Organisations.
- Knowledge of techniques to deal with and an ability to manage continuous change.
- Knowledge of public sector financial management, budgetary forecasting, monitoring and control systems, and awareness of debt recovery procedures and in the preparation, interpretation and analysis of financial data.
